ECOLOGIGICAL RESTORATION & CARBON, OFFSETS
The First restoration project and carbon offsets carried out in Madagascar

The project Carbon conservation and restoration of the corridor Andasibe-Mantadia, a project with carbon offset vocation in Mantadia, stated at the central east part of Madagascar, has been carried out for 26 months, starting from July 2005 to 30th August 2007.

The specificity of this project relies on the fact that it is the first restoration project of natural forests integrated in the MDP/ Kyoto Protocol project for Madagascar. In its phase I, on the funding of Conservation International, Tany Meva has managed 720,065,037 MGA allocated to gather all the field conditions requested by the World Bank, for the signature of the ERPA (Emission Reduction Purchase Agreement) sale Contract between Madagascar (seller) and the World Bank (buyer). Finally, the project concerns two of the three conventions chosen by the Fondation Tany Meva in its new mission: Climate Change and Biological Diversity.

The main actors of the project are the local communities, 7 associations and local NGOs, CIREEF, some national experts (DRFP, CTHT), Designated National Authority Madagascar (AND), Conservation International, the National Land Programme and MINENVEF.

The signature of the ERPA has been effective in December 2006. Therefore,

3245 ha identified eligible to the MDP identified and geographically referenced in 3 Communities; (Ambatovola, Beforona, Andasibe). Thanks to the support provided by the Fondation Tany Meva , there was some additional land of 432 ha.

Known juridical status of all the 3452 ha identified.

548 households counted in the seven Fokontany in the 3 communities involved in the project.

30 guide books of seeds and young seedlings of autochthon species that are edited and transmitted to all stakeholders.

24 seedbeds ready for use, 11 of which are newly created during Tany Meva? s management time, which means 4 more seedbeds compared to the objective.

500,000 young seedlings are available and they are made of more than 90 autochthon species produced on the 400,000 envisaged.

More than 60 autochthon species were phenologically followed-up.

07 associations are technically and organisationally reinforced to be able to answer to the MDP standards, this way, the 07 associations are now equipped (GPS, camping and field gear)

Training on the six (06) types of realised installations (demonstration portions on the restoration activities): Restoration of natural forests, plantation of autochthon mixed trees, sustainable forest gardens, orchards, Savoka garden and plantation of trees for fuel.

25 ha of the eligible site to MDP restored (plantation of about 35.000 seedlings of autochthon species)

However, challenges remain to be raised, such as starting rapidly the actions of plantation in the respect of the MDP quality standards and the cultural calendar in this area, maintain the willingness and motivations of the local partners and transform rapidly the acquired capacity during the Phase 1 into competitive advantage that can be valued later in some other sites.
